CS FOR SENATE BILL NO. 215(FIN) An Act relating to the                         
functions of state agencies; and providing for an effective date               
which had been held (page 3844) was before the Senate in second                
reading.                                                                       
                                                                               
President Pearce called the Senate.  The call was satisfied.                   
                                                                               
Senator Rieger offered Amendment No. 1 :

Insert: 	Page 10; line 27: After section,                                      
                                                                               
	(1) lobby a municipality means engage in an activity for                      
the purpose of influencing municipal legislative or administrative             
action if the activity is substantially the same as activity that would        
have required registration under AS 24.45.121 if the activity was for          
the purpose of influencing state legislative or administrative action;         
                                                                               
	(2) lobby the state means to engage in an activity for                        
which registration is required under AS 24.45.121.                             
                                                                               
Senator Rieger moved and asked unanimous consent for the adoption              
of Amendment No. 1.  Senator Duncan objected, then withdrew his                
objection.   There being no further objections, Amendment No. 1                
was adopted.

Senator Adams moved for the adoption of Amendment No. 2.                       
Senator Halford objected.                                                      
                                                                               
Senator Leman moved and asked unanimous consent that he be                     
allowed to abstain from voting due to a conflict of interest.                  
Objections were heard and Senator Leman was required to vote.
